Proceedings of the 101th SLBC Meeting for the State of Tripura

The 101st SLBC meeting of Tripura was held in the Conference Hall No. 4, Pragna Bhawan, P N Complex, Agartala on June 20, 2012 for reviewing the performance of the banks during the year 2011-12.The special focus of discussion was on the major action points emerged in the Special SLBC meeting (97th) held on 19.5.2011 where Shri Manik Sarkar, Hon’ble Chief Minister of Tripura and Dr D Subbarao, Hon’ble Governor, Reserve Bank of India were present amongst other dignitaries.
The 101st meeting was attended by Shri S K Panda, Chief Secretary, GoT, Shri K V Satyanarayan, Additional Chief Secretary, GoT, Shri Deepak Narang, Executive Director, United Bank of India, Shri Manoj Kumar, Principal Secretary Home and Fisheries Dept., Shri N C Sinha, Principal Secretary, Rural Development Dept., Govt of Tripura, Shri A K Pandey, General Manager, Reserve Bank of India and Shri N Ramesh, General Manager, NABARD. Other senior executives of banks, State Govt and RBI were also present in the meeting. A list of participants is enclosed.
At the outset Shri R K Mohanty, General Manager, United Bank of India welcomed the participants to the meeting on behalf of the SLBC and requested Shri Deepak Narang , Executive Director, UBI to address the house.
Shri Narang while extending his thanks to the functionaries for their contribution, informed the house that on the preceding day UBI has opened a branch at Khumulwng taking the tally of additional branches opened to 13 in the State since 19.5.2011. Shri Narang also requested the bankers to put more emphasis on certain areas where credit flow should be increased with the focus on increase in the CD ratio. The three areas of credit as mentioned by him are as under:
- Considering the potential of Fisheries sector in the State, credit flow is to be intensified to this important sector through KCCs.
- The scale of finance under KCC should be increased taking into account 10% of the limit for consumption need and 20% of the limit for maintenance of equipments / machineries as envisaged in the new scheme.
- Bankers should be liberal in their approach and should not be hesitant to finance MSME sector under Credit Guarantee Trust for Micro & Small Enterprises (CGTMSE) scheme.
- As the State is the largest producer of Agarbati sticks, the State Govt./ bankers may explore the possibility of setting up of Agarbati Manufacturing units in the State.
- Banks / State Govt. can encourage setting up of Pineapple and other food processing units in the State; the bankers can give support for establishing forward linkages.
- Bankers should welcome financing Infrastructure and relatively bigger industries.
- The banks having low CD ratio are to think out of box for more credit flow to increase CD ratio.
Shri Narang also requested the bankers to open branches in the centers allotted to them not later than Sept 2012. He also extended thanks to State Govt. for identifying land for Tripura (S) and Dhalai district for setting up of permanent structure for RSETIs. He urged to find ways so that EBT system is rolled out as early as possible. In fine he opined that both Ministry of Finance and Reserve Bank of India are eager to bring about development in the country; the members to have meaningful discussion to achieve the same.
The deliberation of Shri K V Satyanarayan, Additional Chief Secretary, Govt. of Tripura inter alia included the following issues:

Out of 1.47 lac fishermen of the State, 1.30 lac do not get any institutional credit for their activities. Simply by covering these fish farmers with average credit limit of Rs 10000.00 or so, the outstanding advance could be increased by Rs 130.00 crore.

Instead of waiting for the big ticket advance to take place, which would take time, banks should finance these fishermen through KCCs. The Fishery Extension Officers will issue possession certificate for the water bodies to be brought under the fold of bank finance. The application forms put into use for issuing KCCs should also be used for issuing KCCs for fisheries.

In Agriculture sector there has been substantial improvement so far as issuing of KCC is concerned. However, there is still lot of scope to extending finance through KCCs.
Shri S K Panda, Chief Secretary, Govt. of Tripura in his opening remarks invited all stake holders to work together for development of the State and its infrastructure as well. The fruits of development should be made visible to common people. Shri Panda highlighted the following issues also.
- 13 branches have been opened in the identified 26 places and the rest 13 must be opened within the shortest possible time. The District Magistrates will assist the banks to locate premises for branch opening. We all should honour the decision of the meeting conducted by RBI on 19.5.2012.
- There should be a prospective plan for financing Agriculture and Fisheries. The Dept. should provide list of fish farmers to the banks. There should be one composite credit limit for a farmer engaged in Agriculture and Pisciculture both.
- The banks may consider revising the target under ACP 2012-13 so that the CD ratio improves.
- Under new administrative set up five more blocks have been created where too the BDC meetings will be held every month.
- There is need to prepare simple pamphlets in vernacular to make people aware of the different schemes under Financial Inclusion Plan including KCC.
- RBI and NABARD to play a significant role in increasing CD ratio and opening of branches in the remaining centers.
