Agenda 8. Financing Fisheries Sector: The banks have disbursed Rs 3.20 crore to 394 fishermen for undertaking fish culture during the year 2011-12. The average amount involved per account being Rs 81000/= only, the banks should go for larger investment. However, out of 679 cases sponsored by the State Govt, 173 cases have been sanctioned of which 126 cases have been disbursed involving an amount of Rs. 42.14 lac. The issue has been discussed in detail earlier; hence, not repeated for the sake of brevity.

Agenda 9: Mini Dairy Schemes: The representative of ARDD stated that about 600 odd proposals are pending with the banks which are to be disposed of as early as possible. The bankers have been requested to replicate the Jirania project in other part of the State. The LDM, Tripura (W) pointed out that availability of quality milch cow has always been a problem in the State. All Dairy units set up with indigenous Cows in Sonamura district have failed and turned NPA. Availability of fodder / cattle feed is also a problem. The Chief Secretary requested the bankers to replicate the Anjan Saha Model (with 70 cross bred Holstein cattle) which has been a grand success in Jirania. Write ups / video cassettes may be prepared and distributed in other areas for publicity of the model.

Agenda 10: Education Loan: During the year 2011-12, the bankers have sanctioned 731 cases involving an amount of Rs. 23.23 crore of which Rs 10.62 Crore has been disbursed in 728 A/cs. Shri D Narang, ED UBI, expressed his satisfaction over the commendable performance of the banks in this area and assured the house that the banks will sustain their good performance.

Agenda 11: Recovery and NPA position: Recovery position of Priority Sector loans has deteriorated from 56% as on 31.3.2011 to 53% as on 31.3.2012. Recovery position under schematic lending has deteriorated further particularly under PMEGP and SGSY, two flagship programme of Govt. of India. Although, there has been some improvement in PMRY scheme, 19% recovery is not just enough. Recovery under Swabalamban Scheme is 59% which is better than other employment generation schemes.

Shri K V Satyanarayan invited the bankers to organize more joint recovery camps with the assistance of State Govt. It is found that recovery of SBI in these camps is relatively better compared to other banks. He requested NABARD and RBI to conduct a study on recovery and suggest measures for improving recovery position. He suggested sensitizing the local people before organizing the recovery camps at the relevant locality.

Agenda 11: Financial Inclusion: The house noted the progress under FIP. All the 419 villages having 2000+ population have been covered with banking outlets and about 4.50 lac accounts have been enrolled through these outlets..Besides, out of 261 villages having population of 1000 to less than 2000, 250 villages have already been covered by opening branches or introducing BC model. The details of branch opening etc in 26 centers have been discussed earlier.

Agenda 12: RSETIs: The house decided that all the eight districts of Tripura are to have RSETIs details of which including allocation of districts are to be worked out and placed in the next SLBC meeting for approval. The issue of allocation of land etc has been discussed earlier.

Agenda 13: Miscellaneous issues discussed:

  • The issue of handloom package not being very much relevant for the State was not discussed in detail.

  • Transfer of Central Pension Processing Unit of State Bank of India from Guwahati to Agartala:

On account of transfer of the above unit of SBI from Agartala to Guwahati, the pensioners of the State are facing difficulty to get reply on their queries. The State Govt. wants the center to be reshifted to Agartala. The representative of SBI stated that the circle is going to have a second Central Processing Center for Pensioners which will be migrated to Tripura within 3 - 4 months time. The data base will be developed within December 2012.

  • Transfer of existing Pension A/cs to TGB: The house will take a decision on the matter in the next SLBC meeting after examining the provisions of Pension payment schemes.

The following major action points emerged in the meeting:

  • Bankers to make all-out efforts to increase the CD ratio of the State to 40%. Banks to explore Self Employment Scheme of the Industry Department, Scheme for Progressive Farmers, SHG finance and finance to fisheries sector for this purpose. [Action: All banks]

  • Banks to cover the fisheries segment under KCC finance. Department of Fisheries, Govt. of Tripura, to provide information regarding fish farmers to the banks. The Fisheries Extension Officers of the State Govt. to certify regarding possession of water bodies in respect of probable borrowers. [Action: All banks and Fisheries Deptt., Govt.of Tripura]

  • Banks to follow ‘camp approach’ in association with the Line Departments of the State Govt. at the Block/panchayat level to cover the probable KCC beneficiaries (either the patta holders or in the fisheries segment) on a mission mode. [Action: All banks and Line Departments of Govt. of Tripura]

  • The State Government in consultation with SLBC and NABARD would finalize the modalities for sponsoring the probable beneficiaries (patta holders). [Action: Govt. of Tripura, SLBC Convenor and NABARD]

  • NABARD to arrange for Bengali translation of their pamphlet on new KCC scheme and arrange for wider dissemination through the panchayats. [Action: NABARD]

  • NABARD to initiate action regarding upward revision of Scale of Finance. [Action: NABARD]

  • Banks are to follow the operational guidelines in respect of the new KCC Scheme in letter and spirit. [Action: All banks and NABARD]

  • A copy of the new KCC scheme has to be submitted to the Agriculture Dept. (Action: SLBC)

  • The banks to expedite opening of branches at the remaining centers allotted to them during the year 2011-12. [Action: Allahabad Bank, Oriental Bank of Commerce, Punjab National Bank, Punjab and Sindh Bank, Indian Bank, United Bank of India, State Bank of India etc.]

  • NABARD to conduct a study on the effectiveness of RSETIs in Tripura..[Action: NABARD]

  • NABARD to circulate their study on SHG financing in the State and prepare a road map for improvement in this regard.. [Action: NABARD]

  • Per day cash limit of the BCs of UBI may be suitably revised upwards in order to make them more effective. [Action: United Bank of India]

  • Banks facing problems related to tele-communication / connectivity may bring the matter to the notice of the State Govt., who will take it up with BSNL. [Action: banks and Govt. of Tripura]

  • Success stories in respect of various schemes (Dairy etc) are to be disseminated and replicated.

Thereafter, Shri C Balachandran, Dy. General Manager and Chief Regional Manager, UBI , Tripura extended his thanks to Shri S K Panda, Chief Secretary, Tripura, Shri Deepak Narang, ED, United Bank of India , Shri K V Satyanarayan, Additional Chief Secretary, Govt. of Tripura, and other dignitaries for the directives received from them. He stated that all the important issues discussed in the house have been taken note off. All out effort will be made to increase the CD ratio by increasing credit flow to Agriculture and Fisheries and other sectors as well. Cooperation from Industries Dept. is highly solicited for increasing the outstanding credit. As regards branch opening we cannot break our own trust and the task need to be accomplished. The bankers are working under stress and need support from all concerned which I am sure will be extended by all concerned.
