Thereafter, with the permission of Hon'ble Finance Minister, Shri Manoj Kumar, Commissioner and Secretary, Finance Dept., Govt. of Tripura took up Agenda wise discussion through Power Point Presentation in which the participants took part. The summary of discussion is as under: Agenda 1: CD Ratio: The CD ratio at the end of Sept 2011 is 32% against targeted 40% to be achieved by March 2011. The CD ratio of commercial banks is 29% and so of TGB is 43%. CD ratio of TSCB is 30%. A monitorable action plan including revision of the ACP is needed to be prepared to achieve the CD ratio of 40%. Revision of ACP in the month of December was, however, ruled out by the house. Agenda 2: Achievements under ACP: Up to Nov 2011, the banks have achieved 52% of the Annual target under ACP. However, all banks are not performing equally well thereby pulling down the average achievements. Performance of PNB, Corporation Bank, P & S Bank, Indian Bank and IOB should improve. Agenda 3: Opening of branches: Prior to the meeting held on 19.5.2011, as per decision of different other meetings 26 centers (9+12+5) were identified for branch opening. Out of these 26 centers, branches have been opened in 14 centers (TGB -9, TSCB -2, UBI -2 & SBI -1). In the remaining 12 centers, branches were to be opened by TGB -6, TSCB -4, UCO -1 and PNB -1. UCO Bank representative assured that Raishyabari Branch will be opened by January, 2012. PNB representative did not, however, make any definite commitment to open a branch at Chellagang. As per decision taken in the special SLBC meeting dated 19.5.2011, the State Govt. recommended 26 centers for branch opening. Survey was conducted in these centers and 20 centers were found suitable for branch opening by the survey committee. These 20 centers have been allotted amongst the banks for branch opening within March 2012. The remaining six locations have not been allotted to any bank as the centers were not found suitable for branch opening by the survey committee. The State Govt. has suggested six alternative centers of which two are having ready accommodation facilties - Behalabari and Damcherra. The Govt. will assist in acquiring premises in other centers also, Shri Kumar assured. Shri A K Pandey, General Manager, RBI, Agartala stated that fresh survey will be conducted in the proposed six centers prior to allocating them amongst the banks for opening of branches. 4. Issuance of KCC to 1.30 lac farmers: Up to Nov 2011, banks have issued 56134 KCCs. It is to be ensured that KCCs are issued to all eligible farmers within March 2012. Performance of the banks has been found mixed in this area. UCO Bank, Central Bank of India, Canara Bank, TGB and TSCB need to speed up the process of issuing KCCs to achieve targets by March 2012, Shri Kumar observed.Activities under Agri & Allied sector should also be covered by KCC. Emphasis is to be given on providing mid term/ long term credit which also can be routed through KCCs, Shri R Sundar, GM, NABARD opined. 5. Mini Dairy: The performance has improved as 167 cases have been disbursed during the year compared to only 9 disbursed during the same period last year. However, there is scope to improve further. Shri R Sundar, GM, NABARD pointed out that availability of suitable breed of milch cow from outside the State poses a problem which is coming in the way of desired growth. The banks have hardly anything to do in the matter. The ARDD, Govt. of Tripura should initiate steps to sort out the problem. Dr M Sarkar, Director, ARDD, GOT informed that up to October 2011, 134 proposals have been sponsored to the banks. Last year 299 proposals were sponsored to the banks of which 238 proposals were sanctioned and disbursed. 6. Financing Fisheries Sector: The banks have disbursed Rs 1.39 crore to 162 fishermen for undertaking fish culture during the current year. The average amount involved per account being Rs 82000/= only, the banks should go for larger investment. However, out of 116 cases sponsored by the Fisheries Dept., only 5 proposals have been sanctioned up to Sept 2011 where disbursement is yet to take place. Shri S Riyan, Director, of Fisheries Dept. informed the house that on an average banks have disbursed 13% of the proposals under Fishery sponsored by the Dept.. Dr K C Chakraborty, DG, RBI observed thatFisheries Dept. should have a special meeting with the bankers and introduce a system of quarterly review of progress. . 7. Credit linkage to SHGs: Out of 35000 SHGs formed, only 11000 odd have been credit linked so far even though there is enough opportunity. (As per SLBC record, 29045 numbers of SHGs have been credit linked). Timely completion of grading exercise is important to augment credit flow. 8. SGSY: As against 1119 cases sponsored, only 245 cases have been disbursed involving an average amount of Rs 1.82 lac which is considered to be at lower side. Credit: Subsidy ratio which should be 3:1, is not improving. Some branches instead of disbursing the subsidy and loan component to the borrowers, keeping the amounts in their SB A/cs., thereby causing additional interest burden to the borrowers. 9. PMEGP: Out of annual target of 1500, only 186 proposals have been disbursed so far. The average amount involved per case is only Rs 2.00 lac which too is at a lower side. Out of 1041 cases sanctioned last year, 947 proposals have been disbursed. Private sector banks are not taking any interest in financing proposals sponsored to them. Shri L K Gupta, Principal Secretary, Industry & Commerce, GOT expressed general satisfaction at implementation of Govt.sponsored schemes. He informed the house that sponsoring of proposals under PMEGP scheme has been completed within September 2011. The concerned branches are also followed up every month through letters for expediting disposal and monitoring the progress of implementation. Disposal of proposals by the banks having limited presence in the State has not been found encouraging; hence, referred the issue to higher tiers for speedy disposal. 10. SJSRY: During the current year as against a target of 508, only 3 cases have been disbursed till now despite sponsoring of enough number of proposals. The achievement figure under the scheme is coming down every year, Shri Kumar observed. The Lead District Manager, Tripura (W) district informed the house that these proposals have been sponsored in the recent past and at present are under process. The amount admissible under the scheme ( Rs 50000) is not enough to start a new business unit in Urban areas; hence, entrepreneurs are loosing interest to avail loan under the scheme. New USEP & UWSEP( Urban Self Employment Programme/ Urban Women Self Employment Programme) where maximum loan limit is Rs 2.00 lac for individuals and Rs10.00 lac for groups are to replace the SJSRY scheme. 11. Swabalamban: Against a target of 2000, 2042 proposals have been sponsored of which 204 proposals have been disbursed under the scheme so far. The process of sanction and disbursement need to be accelerated particularly in UCO Bank, PNB and Canara Bank, Shri Kumar opined. Shri L K Gupta once again opined that there has not been much problem with the banks having larger presence in the State; however, banks with smaller presence are not fulfilling the aspirations of the State Govt. 12. Shri Manoj Kumar also highlighted the need for Installation of Currency Chest in New district and opening Extn. Counters in LCSs. Shri Kumar also requested all the bankers to issue fresh circular on financing 1.18 tribal forest dwellers to whom Patta has been issued by the State Govt. |
