Objectives of SLBC
  • To review the assistance required and provided by Govt. agencies.
  • To oversee the implementation of branch expansion programme.
  • To review the recovery performance.
  • To consider problems referred by the district level forums and take necessary follow-up action.
  • To solve operational problems in implementation of Service Area Approach, Credit Plans, Govt. and other agencies programmes etc.

Agenda - 3 :

  • Opening of at least one account per family: The banks have already covered 98% of the total households and committed to cover the remaining households as early as possible. The house expects 100% coverage within March, 2013. Shri Kaushik Chackraborty, DGM, RBI informed that there is no bar in opening of more than one account in a family. Accounts would be opened in the name of all beneficiaries under Direct Cash Transfer Scheme digitized list of which would be provided by the State Government to the banks. Shri P K Jena, Regional Director, RBI, Guwahati opined that a random survey of 5% or 10% of the households may be taken up to verify the extent of coverage with bank accounts.

  • Urban Financial Inclusion: The LDMs would allocate the wards of the Municipal areas amongst banks having branch in the concerned ward to take up Urban Financial Inclusion.

  • Surrendering two Currency Chests by UBI ( Kamalpur and Kanchanpur) 19 Currency Chests are operating in the State of Tripura of which 12 are run by United Bank of India, 4 by SBI and one each by TGB, CBI and UCO Bank. As the above two Currency Chests have become economically non viable, UBI sought permission of RBI to surrender the above two Currency Chests. The issue was discussed in the DCC meetings from where it has been referred to SLBC. Shri K V Satyanarayan, Additional Chief Secretary, GoT observed that there may be discussion on surrendering Currency Chest of Kanchanpur but not Kamalpur.

  • Setting up and functioning of RSETIs: Shri S K Halder, Project Coordinator, RSETI informed the house that Land allotment for RUDSETI / RSETIs was pending other than in Kumarghat. Adequate number of trainees were also not being sponsored to the RSETIs. Shri N Ramesh, General Manager, NABARD informed that NABARD had stopped giving concession to the RSETIs rated below A. In order to obtain A or A+ rating, all the required parameters need to be fulfilled. Shri Satyanarayan opined that problems need to be highlighted for solution. The house also approved the revised allocation of districts to the banks for running RSETIs as under:

It was also decided that in the districts of Khowai, South Tripura and North Tripura no separate RSETI would be set up now. The existing RSETIS as shown in the above table would impart training to the prospective entrepreneurs of the above three districts.

Agenda 4: Achievement under Annual Credit Plan: The house reviewed the overall progress (43%) during the 1st half-year of ACP 2012-13. The house noted the progress and expected achievement of the annual target by the end of March 2013


Agenda 5: Performance of the banks in Key Areas: The house noted the progress. Progress under crop loan and other Term Loans under Agriculture was reviewed.

Agenda 6: Recovery of Loans: The recovery under priority sector has reduced from 53% as on Sept 2011 to 42% as on Sept 2012. There was no sign of any improvement in recovery under schematic lending also. Shri Arya requested all banks to be very active for recovery and sought support of the State Govt. to improve the position. Shri C Balachandran, DGM & CRM, UBI,Tripura, informed the house that even though the Recovery Camps were being held, response from the borrowers were not encouraging, Shri Satyanarayan opined that the effort for recovery would be intensified from April, 2013 onwards with the help of Govt. machinery.


Agenda 7: Position of NPA in the State:

During last three years NPA had gone up from Rs 154.01 crore to Rs 199.74 crore which is 4.91% of the gross advance. Shri Manas Dhar, GM & Convener, SLBC, Tripura informed the house that outstanding balance of technically written off accounts in the State was Rs 245.46 crore which if added with the NPA amount, the gross amount comes to Rs 445.20 crore. The amount was as high as 10.95 % of the gross advance. The area needs special attention, he observed. The house noted his observations.

AAgenda 8. CD ratio of the Banks in Tripura: The issues of CD ratio and Kisan Credit Card have been covered earlier. The banks have issued 47923 KCCs in the 1st half –year as against annual target of 1.00 lac KCCs to be issued under various segment of Agriculture and Allied activities. Shri K V Satyanarayan, Additional Chief Secretary advised the banks to make it clear whether the number of KCCs shown to have been issued during the half-year denotes only the new KCCs issued or includes existing KCCs renewed during the period also. The bankers were advised to submit figures separately for new KCCs issued during the period and the figures of existing KCCs renewed with amount involved. He also specially mentioned the name of UCO Bank to improve its performance. The house expressed hope that the annual target would be achieved with new KCCs.

Agenda 9: Performance under Employment Generation Schemes for the programme year 2012-13:The house reviewed the progress on SGSY, Swabalamban, PMEGP and SJSRY schemes. Even though the progress appeared to be at a lower side up to Sept, 2012, the position had improved a lot during December, 2012. It is expected that the targets under Swabalamban, SGSY & PMEGP will be achieved by March, 2013.
