Agenda - 7 : Position of NPA in the State: During the last three years, the quantum of NPA had gone up from Rs.154.01 crore to Rs.251.92 crore which is 5.48% of the Gross Advance. Md. Abdul Wahid, General Manager,UBI& Convener SLBC, Tripura informed the House that outstanding balance of technically written off accounts in the State was 243.97 crore which if added with the outstanding of NPA, the amount of NPA would be Rs.495.89 crore which is as high as 11% of the gross advance. The House noted his observations and viewed that more emphasis should be given on due diligence before and post sanction follow up and monitoring for arresting slippage. Agenda - 8 : CD Ratio of the Banks in Tripura: Already Discussed Agenda - 9 : Flow of Credit to Agricultural sector: Shi K.V. Satyanarayan, Additional Chief Secretary made an emotional appeal to the bankers to extend credit to the rural households to undertake economic activities like agriculture, fishery, dairy , handicrafts ,etc for contributing economic development of the state. He mentioned that per KCC disbursement needs to be improved. He also advised the Banks to identify the farmer households so far excluded and extend KCC to all the eligible borrowers in its service area. Md. Abdul Wahid, GM, UBI informed that a good number of KCC holders are not repaying the loan and their KCC limits have become overdue .The KCC holders need to be sensitized to repay the existing loan and to avail fresh limit which will help in increasing the disbursement in KCC due to increase in Scale of finance. He requested the Banks to extend investment credit to all KCC holders for Agriculture & allied activities like Minor Irrigation, Dairy, fishery , goatery ,etc to increase per KCC investment. He also requested the Agriculture department of the State Government to identify eligible excluded farmers for financing under KCC . Shi Sanjay Arya , ED, UBI advised all Banks to take immediate actions for issuance of Smart Card/Rupay Card to all KCC borrowers. Agenda - 10 : Performance under Employment Generation Schemes for the programme year 2012-13. The House reviewed the progress on SGSY, Swavalamban, PMEGP, SJSRY schemes. The target for SGSY , PMEGP and Swavalamban has been achieved. But in SJSRY, against a target of 508 cases, sponsored only 429 cases, sanctioned only 224 cases and disbursement has been made in 172 cases only. All Banks should take immediate action for the disbursement of all sanctioned cases.Manager, DIC informed that participation of the Private sector Banks in PMEGP and Swavalamban is very poor. Shi K.V. Satyanarayan, Additional Chief Secretary advised the private Sector Banks to actively participate in implementation of the schemes. Agenda - 11 : Financing Fisheries Schemes: Out of 633 sponsoredFishery Proposals , 187 cases were sanctioned. But disbursement was made in only 107 cases. The poor performance in this sector has been pointed out for immediate corrective actions by all the Controlling offices of the Banks. Shi K.V. Satyanarayan, Additional Chief Secretary informed the house the there is vast scope of Fishery scheme in the state and demand for the fish is enormous. Banks should give thrust on financing fishery scheme. Agenda - 12 : Education Loan : The Bank wise target for Education Loan for the financial year 2013-14 as fixed by the Govt. of India has been approved by the House. The target has been fixed at 2924 cases with loan outlay of Rs.69.85 crore as against last year’s target of Rs.60.74 crore. The disbursement in Education Loan during the year 2012-13 stands at Rs.565.66 with a growth of 23 % over the disbursement of last year. Agenda - 13 :SME financing & bottleneck thereof. Some of the problems faced by the entrepreneurs in the State have been discussed and remedial measures also have been suggested, which was considered by the House. Agenda - 14 :Timely submission of Data by Banks. In the context of RBI directives that the SLBC meetings are to be held within 45 days of the end of the quarter, all Banks are requested for timely submission of SLBC data to the SLBC. Agenda - 15 : Other Important Issue : Currency Chest : Md.Abdul Wahid, GM,UBI informed that as per decision of last SLBC , United Bank of India has applied to State Government for waiver of expenses for deployment of security guards for the Currency chest at a Kamalpur of Dhalai district and Kanchanpur of North Tripura district. Shi K.V. Satyanarayan, Additional Chief Secretary assured to waive the same. Clearing house: Md.Abdul Wahid, GM,UBI informed that RBI has accorded approval for setting up clearing house at five locations vizTeliamura (SBI), Khowai (UBI), Manu (UBI), Gandachherra (TGB) and Ambassa (UBI).Concerned Banks assured to open the clearing house within the stipulated time schedule. Shri N.C.Sinha, Principal Secretary, SWSE & RD informed that under IAY scheme the beneficiaries are facing difficulty to complete the construction of dwelling house with the subsidy amount only and requested the Bank to provide housing loan to the IAY beneficiaries under DRI scheme. Md. Abdul Wahid, GM , UBI informed that IAY beneficiaries can avail top up loan upto Rs.20,000 under DRI scheme provided that the income criteria is satisfied which is Rs.18,000 in Rural centres and Rs.24,000 in Urban centres. Agenda - 16 : Government proposal for Branch expansion and ATM: Already Discussed. After threadbare discussion the following major Action Points emerged from the meeting.
Vote of Thanks. Thereafter, Shri P. Paul, AGM, SBI extended vote of Thanks to all the dignitaries present in the meeting. He also thanked all the participants for important contribution they have made in the deliberations. Obviously the main focus will be on implementation of DBT by opening Bank accounts for all beneficiaries, opening of Bank branches in unbanked villages, installation of ATMs in DBT districts.
