Bank wise Sector wise and Government Programme wise Recovery performance as on 31.12.2010: The house noted the position, which has marginally improved from 52% as on Dec 2009 to 53.42% at the end of Dec 2010.There should be more emphasis on Joint Recovery Camps, the house opined. Outcome of Certificate cases are also not encouraging. Shri S L Bansal, ED, UBI pointed out that unlike in many States payment of stamp duty for filing cases under PDR in Tripura is front ended i.e. stamp duty is payable in advance and not refundable even if there is no recovery. It will be better if back-ended procedure is introduced in Tripura also. Recovery in Govt. sponsored scheme is not at all improving rather worsened further in PMRY scheme to a level as low as 4 %. Under PDR Act only Rs 25.66 lac has been recovered in 69 accounts.The amount of NPA has also increased from Rs 154.01 crore to Rs 187.54 core which is a matter of discomfort for us.. Waiver of arrear Salary payment to Security Personnel deployed in the Currency Chest Branches As per the request of member Banks the issue of waiver of arrear salary payment to the security personnel deployed in currency chest Branches was placed for discussion in the house once again. Shri R K Mohanty, General Manager, UBI informed the house that the banks have already paid the charges for nine months. Most of the currency chests in the State are doing treasury function necessitating engagement of extra manpower. Bearing the entire cost of the Armed Guards engaged in currency chest may not prove cost effective for the banks. Shri Bansal opined that maintaining Currency chest and doing treasury function is a profitable proposition in other States but not in the North Eastern States. The Govt of Meghalaya and Manipur has exempted such cost pertaining to Armed Guards engaged in the Currency Chests. Other banks – SBI and UCO Bank also spoke on the same line. Shri Manoj Kumar, Commissioner & Secretary, Finance Deptt. opined that the issue can be reconsidered by the State Govt. The bankers desired that the issue be reconsidered and payment of salary to the Armed Guards pertaining to the period prior to 01.4.2010 be waived. Further, UBI which has 12 nos. of Currency Chests out of total 19 nos. in the State, made a representation that in view of such large no. of CCs the expenditure towards police personnel is also substantial. Unless there is some reimbursement of the expenses it would be difficult for them to bear the entire expenditure towards Armed Guards. The following major action points emerged in the meeting: |
