Assuming that the deposit figure would be around Rs 12000.00 crore at the end of March 2012, the Annual Credit Plan for 2011-12 should be prepared in such a manner that the CD ratio improves to 40%. At the end of March 2011 the CD ratio should be raised to 35%.(Action: NABARD, Banks & LDMs).
A small committee already formed for this purpose are to examine how CD ratio of the State can be improved ( SLBC ).
Emphasis on financing Agriculture and allied activities, Horticultural projects, Forestry, Fishery, Dairy etc will continue. The line Deptts will sponsor adequate number of such proposals duly filled in to the banks. NABARD to head a committee which will formulate the modalities of purchasing cattle from the State of Assam. (Action: Banks, LDMs and Govt. Deptts.)
During the year 2010-11, at least 65000 fresh KCCs are to be issued. Agril. Term Loans and consumption loans to farmers are also to be routed through KCCs. The Govt Deptts will ensure rectification of the defects in the KCC proposals sponsored to the banks with details of Dag no., Khatian no etc. issued by VLWs. Bankers will also scout new proposals on their own. Average credit involvement should be as per scale of finance in vogue. (Action: Banks and LDMs and Govt. Deptts)
Gradation of SHGs, wherever pending, are to be completed within March 2011/ June 2011 and limits revised accordingly. SHGs already deposit linked but not yet credit linked are to be linked up with credit in all eligible cases on continuing basis. (Action: Banks and LDMs)
It is to be ensured that both loan and subsidy component sanctioned under SGSY scheme is disbursed in time. The Govt. Deptt. would sponsor adequate no. of proposals to the banks and would provide subsidy in time. The Deptt.may also submit list of proposals where subsidy has been disbursed but loan component has not been disbursed proportionately.(Action: Banks and LDMs and Govt. Deptts)
No collateral security is to be insisted upon for granting credit limits under MSE up to Rs 10.00 lacs. All eligible MSE proposals including under PMEGP and Swabalamban scheme , will be covered under CGTMSE scheme. (Action: Banks & LDMs)
The District Authorities of North Tripura will extend necessary support to SBI in locating premises / setting up of RSETIs in the district. Allocation of land for all the four RSETIs of the State should also be made expeditiously. (Action: District Administration and Banks).
New branches will be set up in Manubankul,Chalagang and Raishyabari at the earliest by SBI, TGB and UCO Bank (Action: SBI, TGB and UCO Bank)
The recommendations of the Sub committee on Agriculture as discussed in earlier SLBCs are to be implemented to augment Agriculture finance in true spirit. Land possession certificates will be issued by VLWs, which are to be counter signed by ADOs. Allottees of vested forestlands will also be provided credit for eligible activities. Branches will be opened in the twelve identified centers (three already opened) within May 2011 if not by March 2011. (The Sub Committee & the banks)
The roadmap already prepared for 419 unbanked villages having population over 2000, has to be revised as per MOU signed by the State Govt with TGB and TSCB in respect of NREGA payment. The allottee banks will also undertake the activities relating to FIP and normal credit flow. ( Convener Bank, Govt Deptt. LDMs, & Majorbanks).
Target of PMEGP should also include aggregate amount of loan to be sanctioned.(Action : KVIC).
The State Govt. may reconsider the issue of arrear payment to Armed Guards engaged in currency chests. (Action: State Govt.)
